as of July 16, 2020 The Sloviansk Thermal Power Plant resumed electricity supplies to the Ukrainian Unified Energy System. PJSC Donetskoblgaz resumed distribution of gas to Sloviansk TPP the day before, at 8:40 pm.
The power generating company filed a statement of claim with the Commercial Court of the Donetsk region seeking to recognize PJSC Donetskoblgaz void of the right of claim for the excess cost of the annual ordered volume for 2020. Now the court should to say its weighty word.
As we have already reported earlier, the Commercial Court Resolution of 12.06.2020 applied measures to enforce the claim. It prohibited Donetskoblgaz from taking any actions to stop or restrict the gas supply to the Sloviansk TPP until the regional court resolution comes into force. However, Sloviansk TPP has not received any gas for 16 days due to the alleged Donetskoblgaz repair of the 600 mm DN gate valve of the Gas Distribution Plant – Sloviansk TPP gas line. This was, in essence, a direct blackmail on the part of the regional gas supplier, since no work was carried out on the gas supply pipeline.
A responsible position in solving this issue was taken by the market regulator, the National Commission for State Regulation of Energy and Public Utilities, stating that Donetskoblgaz should cancel the accrued excess cost for the annual gas volume ordered by Donbasenergo.
Chairman of the Donetsk Regional State Administration Pavlo Kyrylenko held a round table meeting on July 13th. He stated there that gas supply to the Sloviansk TPP "should be resumed right off." Furthermore, the Donetsk Regional State Administration warned that it would provide a number of effective actions pursuant to the laws facilitating gas supply resumption.
