As the winner of the concessional tender for the upgrade of heating networks in Mykolaivka, PJSC Donbasenergo begins full-fledged implementation of the reconstruction investment program. The company received approval from Antimonopoly Committee of Ukraine – the last obstacle to the concession of an integral asset complex of the heat energy transmission system has been resolved.

Over the past few years, the problem of worn-out grid facilities has become more acute and threatening: more than one-third of the heat grids are in a state of breakdown, resulting in significant losses of heat energy in town-wide grids and low quality of consumer services. Thus, the grid's excess heat losses over the 2013-2019 period are over 130 thousand Gcal, which is more than UAH 85 million as against prime cost of heat energy generated.

Since 2009 the complex has been owned by Serviskomunenergo, Mykolaivka municipal enterprise. Within the scope of the concession agreement being deployed, the parties to the public-private partnership will focus their efforts on achieving the common objective of developing the town's efficient and reliable heat supply system and improving the performance of consumer services.

It should be noted that PJSC Donbasenergo, during the 2018 inter-heating season, as moved by the Mykolaivka Municipal Council, has already performed overhaul of heat grids of districts No. 8 and No. 9 worth of UAH 7.09 million towards discharging its obligations under the concession agreement. 8,468 m of pipelines were replaced.

In 2019, as part of the Joint Action Program between the Mykolaivka Municipal Council and PJSC Donbasenergo, the insulation of the central collector pipeline on Myry Street and Peremohy Street was restored. General cost of work amounted to UAH 700,000.

For reference: Donbasenergo will be administering the heat transmission complex of Mykolaivka for the next 49 years. Today, heat energy is generated and supplied by Sloviansk TPP and transmitted by Serviskomunenergo municipal enterprise. Mykolaivka's total heating grid length is 28.4 thousand meters, hot water supply networks – more than 3 thousand meters. Now the concession asset development investment program has been planned for 5 years and is expected to be about UAH 46 million.
