The Chinese side is ready to invest more than $600 million in the construction of Unit 6 of Sloviansk TPP on stipulation of state guarantees.

According to Liu Jun, Counsellor for Trade and Economic Affairs of the Embassy of the People's Republic of China in Ukraine, when giving an exclusive interview to the Interfax-Ukraine agency, China expects state guarantees from Ukraine to invest $600 million in the construction of a new Unit of Sloviansk TPP.

Mr. Jun recalled that the investment agreement as regards the joint project implementation between Dongfang Electric International Corporation (DEIC, Chengdu, Sichuan province) and Donbasenergo was signed in December 2018.

"The construction of Unit 6 is a new serious potential joint project between Ukraine and China. I am sure that its implementation would bring significant benefits to the people of Ukraine and to Chinese companies," he said.

The contract between DEIC and Donbasenergo envisages that Units 6A and 6B, 330 MW each, will be built in Sloviansk TPP using CFB technology (solid fuel combustion in a circulating fluidized bed).

The contract price is $684.296 million. The reconstruction should be financed by 70% of the credit resources of the Chinese bank.

The project will be implemented so as to extend the service life of Sloviansk TPP for 40 years more, increase performance, reduce specific fuel demand and maintenance costs. The new units will meet all ENTSO-E technical requirements and European environmental directives. The project will allow to significantly reduce the cost of electricity generated, to burn low-grade coal without using natural gas within the 40-100% load range.

For reference: As of February 01, 2020, 60.86% holder of PJSC Donbasenergo is ENERGOINVEST HOLDING Private Joint Stock Company, 25% + 1 share are held by the state represented by the State Property Fund of Ukraine, 14.14% holders are other minority shareholders.

PJSC Donbasenergo unites two power plants: Sloviansk and Starobeshevo TPP (the latter has been located in the territory beyond the control of Ukraine since 2014). Since March 2017, due to the suspension of management, annual performance indicators of assets located in the temporarily occupied Donetsk region are not included in Donbasenergo records of accounts.

The installed capacity of Sloviansk TPP is 880 MW.
